pretty plain to me actually that it is E.

You see in C, the C option wording: "required cyclists that they keep" is just wrong. I'm not sure of what the grammatical reason is, but it just "sounds" wrong. It's too wordy and you just don't write like that.

Thats my 2 cents of knowledge....let me know your thoughts...
