This question is already discussed :

A huge flying reptile that died out with the dinosaurs some 65 million years ago, the Quetzalcoatlus had a wingspan of 36 feet, believed to be the largest flying creature the world has ever seen.
(A) believed to be
(B) and that is believed to be
(C) and it is believed to have been
(D) which was, it is believed,
(E) which is believed to be

I understand that A, B , D and E are incorrect.
But my doubts with C are
1. it should be 'and it is believed to have been' or 'and it is believed to has been'
2. believed to be is the correct IDIOM but here we are not following it.
Somebody please explain.[/spoiler]

Why not 'believed to have been'? The sentence would be incomplete. It would read 'A huge flying reptile that da-da-da, the Quetz... had da-da-da and believed to have been da-da-da'. Compare this with 'A huge flying reptile that da-da-da, the Quetz... had da-da-da and IT IS believed to have been da-da-da'. The sentence reads well and the stress is on the belief. The first one is bland and the purpose is not evident.

Why not 'believed to has been'? tense mismatch ... believED (past) to has (present) been ...

Yes, C is the right answer. I believe so.

C: and it is believed to have been

It was true and still true. So we can use HAVE. It is a form of infinitive.

Here, HAVE is not the auxiliary verb.

Like we use
He has + have / had + ...
I have + have / had + ...
Correct me if there is any error.

Some example
