Six months after the plans started accepting applicants, only 12,000 people have signed up and the opposite concern has emerged.

Today I was reading a news. I have seen the sentence above in that news.

Is the blue portion of the sentence correct?

Hi gmat_perfect!

There is a few awkward constructions here. It is illogical for "plans" to "accept applicants"? I think you have a diction error here - was it supposed to say "plant"?

The verb is correct because we are looking are what is happening in the present. "the opposite concern" is a little awkward as well, because it isn't 100% clear what the initial concern was. I'm not a huge fan of this sentence, but it's technically grammatically correct.
