A serving a given population is usually five times more efficient in a European city than it is in an American city

B serving a given population will usually be five times more efficient if it is placed in a European city instead of an American city

IMO D'
coz commuter rail system is for european cities, so these 2 should be as near as possible
ABC looks akward
E - out coz by adding 'that' it means that a specific system
So choose D.

this question is similar to Q 199 in OG 10, very hard one

b is wrong because there is not "than"

a,c,e,are wrong because "it" refer to the same system and so not logic

"it" is a COREFFERENT, Pls, review this concept in grammar book
