A cellular communication development facility was built just outside the town of Qwertyville. Five years later almost 28% of the population have experienced cases of abnormal cell growth. Recently, a cellular company has applied to the town council of Iopville for an approval to build a development facility there. The Iopville council should not allow the building of such a facility on its outskirts since its population would suffer like that of Qwertyville.

According to the passage, no information was given about tests administered on the residents of Qwertyville. Therefore, we don't know if it was carried out for abnormal cell growth alone or for additional disorders.

Option B - Incorrect:
We don't know about the water supply used by the cellular development facility built outside Qwertyville. Hence, we can't say if the residents use the same water supply.

Option C - Correct:
This option evaluates the argument because almost 28% of the population of Qwetyville have experienced cases of abnormal cell growth fiver years after the cellular communication development facility was built outside the town. Note that an application was recently sent to the council of Lopville for approval to build a development facility there, and this stages that Qwertyville has the highest percentage of abnormal cell growth.
