(A) is looking to its waterfront as a way to improve the quality of urban life and attract
(B) is looking at its waterfront to improve the quality of urban life and attract
(C) are looking to their waterfronts to improve the quality of urban life and attract
(D) are looking to its waterfront as a way of improving the quality of urban life and attracting
(E) are looking at their waterfronts as a way they can improve the quality of urban life and attract

OA is

c. Please explain

cleveland is singular so we need IS instead of ARE. options C, D and E are out. option C uses THEIR which i think is incorrect to use to refer to cleveland which is singular.

Cleveland is one of a large number of communities that IS at ITS waterfront to improve...

In option A, gives an impression that the waterfront is a way to improve something... Waterfront cannot be a way or method to do something. and hence is incorrect.

IMO B.

Can the OA be incorrect ? what is the source of the question. option C does not look right.

'C' is the best ans here according to me.

The role of Cleveland is over when the portion of sentense says : Cleveland is but one of the large no. of communities....

I was also debating bet is and are

After lot of thought I'll go with C. Here's my reasoning.

that is used to describe the word that precedes that. Here that is preceeded by "a large number of communities on the Great Lakes" and hence are should be used.
if Cleveland was followed by that then is should be used since Cleveland is singular.

Also, I guess look to is the correct idiom and not look at. Can someone confirm this? I searched on answers.com and this is what i found:
look to - Usage Problem.
To expect or hope to: He looked to hear from her within a week.

CONFUSION B/W C & D
If its plural then why are we using .... 'its' waterfront instead of .. are looking to their waterfronts ...

LOOK TO: used in a sense of looking forward, hoping, planning (observing non-tangible things: hopes, dreams, plans, etc)
Example:

1) Obama, Clinton look to set aside differences
2) Transfers look to make a difference for Dems

LOOK AT: used to observe
Example:

1) A closer look at our common wisdom
2) Obama and Clinton looked at each other and look to set aside differences.

would go for option C

Cleveland is a one of a large number of communities which means many communities. so plural "are looking to their waterfronts" is correct
