how can oa be e?
1st Rule: 99% of sentences that contains "being" are wrong in GMAT. GMAT consider it as awkward construction.

2nd Rule: The author is talking about considering an issue and finite supply of oil could be economic problem, not the economical problem. Therefore in this question, you need to rule out word economical.

On applying the above both rules, you left with choice (E) only that is the correct answer.
