IMHO A.

The proposed urban development zones are not principles. They represent a new principle. Please let me know if i'm wrong.

The correct option is 'B'.

The "urban development zones" can represent some principles but they can not be principles themselves as suggested by options 'C', 'D' and 'E'.
Option 'A' will be ruled out because "it" in the second sentence incorrectly refers to "urban development zones".
