IMO A is correct

compared to is used to compare two different things
not the case here

compared with is used to compare two similar things
exactly is the case here

b) it is wrng
c) in comparison is a noun phrase ; the s/c is incorrect without a verb
d)those needs a plural antecedent
e)cmp is made is so oddddd

declined is there in the non underlined part of the sentence. hence compared should be used.

Hence ELIMINATE C and E

in D what does those refer to ?
Serious crime = singular. hence those is wrong ELIMINATE

B is wrong. what does it refer to. besides its not even it is . only it is mentioned.ELIMINATE

left with A

i'd go with A
