A) had not made the monthly payment, the credit bureau might have

B) had not made the monthly payment, the credit bureau had

C) should not have made the monthly payment, the credit bureau would have

D) did not make the monthly payment, the credit bureau might have

E) is not making the monthly payment, the credit bureau will have

Going for A here. "downgraded" in the non-underlined portion requires
the use of "made" in the first part of the sentence

B - "credit bureau had" is incorrect
C - "should not have" - incorrect
D - "make" incorect
E - incorrect present tense usage

DOWNGRADED - PAST

A) had not made the monthly payment, the credit bureau might have
B) had not made the monthly payment, the credit bureau had

C) should not have made the monthly payment, the credit bureau would have

D) did not make the monthly payment, the credit bureau might have
E) is not making the monthly payment, the credit bureau will have
