(A) world in that a sacred truce was proclaimed during the festival’s month
(B) world, proclaiming a sacred truce during the festival’s month
(C) world when they proclaimed a sacred truce for the festival month
(D) world, for a sacred truce was proclaimed during the month of the festival
(E) world by proclamation of a sacred truce that was for the month of the festival

Is the right answer really C? should it not be D? any thoughts?

I would agree with D. The Part "when they" seems to imply the games declared peace.

C is fine

With D, I think "as" instead of "for" makes more sense.

The subject is the Olympic Games and they were indeed the cause of a truce between warring states

I am not sure if "C" is the right choice..."They" appears ambiguous to me.
One thing in favour is that in Choice "C" "when" is used w.r.t time which is correct.
"D" also doesn't appear convincing...
