The answer to this question should be D and not E.

E contains a definite error.
Criteria that are used is incorrect. Since criteria is singular, we should use "is".

Tip: When faced with such huge sentences, the meaning is always the key in unlocking the answers.

Option A doesnot have a verb
Option B on the contrary has the verb "calls into question" and "depends" which are not connected properly
Option C again does not have a verb in the THAT clause
For example: That the boy was fat is a well known fact.
We donot have verb for that in option C.

Hence Option D is the correct answer.
