Firstly, congratulations on getting a 690. By seeing your location in your profile, I am assuming that you're from Turkey which means that you're not from the over represented Indian or Chinese demographic segment ,so I don't think that a 690 will put you at a disadvantage even at a top 15 . You may wanna get in touch with some students who are studying in your target schools and get a second opinion.

Regarding the time you'll need to boost your Verbal score, there's not any definite answer. You'll need to approach it afresh and it may take sometime and frankly speaking at higher scores you can never be sure what score you may get. So even if you prepare again, there's a good chance that you may improve your Verbal score by just 1-2 points, or it may remain the same or still worse it may come down by 1-2 points.
Are you planning to apply for Fall 2012 session or this fall session only ?

If anyone in malaysia want 750+ GMAT material with alsmost 20 super Ebooks including OG 12 ed

An absolute guarantee that the GMAT will not test you on anything outside of the course content covered here.
Each type of question on your test will have been covered in detail.
Even at the highest level (the highest score obtained by many students has been 790 -
and each of them has repeatedly vouched for this fact), not even one question will seem alien to you (if you do all the content as advised).

I think 690 is a very competitive score and retaking at this point is a very risky option. From what I've seen most people who retake with this kind of score actually end up with a lower score. I would suggest you concentrate on your apps and not bother retaking the test.
