The short answer is possibly. Whether or not you should retake your GMAT depends on how the rest of your application package looks relative to the admitted pool for your target schools. You are targeting 4 of the most selective and competitive programs in the world, so each application component must be strong to give you the best chance for success. Your GMAT and GPA are within range, but below average. Thus the rest of your application package must be stellar and convince the admissions committee you can handle the rigor of the program. Since you are an international applicant, it might be advisable to retake the GMAT if you believe you can increase your score over 700 as the international applicant pool for top MBA programs is fierce due to the relatively low number of seats available. Think about your work experience, extracurricular activities, and other personal stories you might write about in your applications--assess how strong you believe your total application package might be and then decide if you feel a higher GMAT score is necessary.
