I want to know one thing in questions like this...when u can use the fragment starting with 'that' or 'to'. How do we choose the answer. I chose C but the Oa is A. CAn you please explain the usage of that vs to.

This a subjunctive case. Thats the the option is A.

SUBjunctive mood and B is awkward.
When you think you can or you cannot, you are generally correct.
