Question 27's answer says that the verb "estimated" needs to be followed by infinitive "to be" instead of preposition "at" unless the author intended to say the location of the estimated date... yet in question 78, all of the answers are "dated at...." Shouldn't this be the case as well where you would need "dated to be"?

Different verbs pattern with different prepositions and constructions; you prohibit X from Y, but you forbid X to Y. Estimate is different from date.
