statement 1)
2x-y>0
2x>y

2x may or may not greater than be Y if X is positive. but if x is negative than it can be greater or less than Y- not sufficient

statement2- not sufficient.

combined- we know that Y<0 say Y= -2 but if x is say -4 than 2x-y is not>0.
hence not sufficient

we get, 2X > Y
and Y<0
=> X>Y/2
since Y <0 => Y < Y/2

Taking together, when y<0, y<y/2 so x>y
