Just look at the apostrophe on Blacks...you can tell it's wrong from that, so, D and E are wrong.
B is wrong because it changes the meaning to a specific African place, the one that symbolizes freedom (as opposed to the other one).
C is wrong...to Africa which was the land which...needs at least a comma.

i could't find any specific error in this sentence but i feel something is wrong here and I haven't seen such construction in OG-12.

IMO the essence of the sentence is that: The controversial black leader considers some Black folks to go to Africa. The land of Africa symbolizes the possibility of freedom to him.

B. Awkward construction and meaning is changed- some blacks returning to Africa symbolizing possibilty of freedom to the leader.
C. Awkward Construction + meaning(which was the land which symbolized the possibility of freedom to him) This actually means the African land is no longer a symbol for the possibilty of freedom to the leader.
D. E. Meaning is changed.
