such modifies fees, which is extraordinary.
such.. as.. is idiomatically correct.

Can someone explain whether "so... as" is correct idiom on gmat?

option C is correct because we require an action verb in order to make the sentence logical and option c uses "do" which is acting as a action verb

correct idiom is "so x [adjective] as to y"
