imo C is the answer

A is wrong
B seeming is incorrect
D.ly form is incorrect
E.same as D

yes C for me too.

Increasing is an adjective and hence can modify nouncritics. Increasing critics would be nonsensical.
A & B ruled out.
Severly is an adverb and can modify adjective numerous.Severly numerous is again nonsensical. D & E ruled out.

In C severe is an adjective and can modify the noun critics.severe critics makes sense. Besides, the adverb increasingly modifies the adjective numerous.Increasingly numerous is again fine.

In 'increasing numerous critics', critics is the noun and numerous is the adjective. The word 'increasing' is used here to qualify the adjective, which means that it should be an adverb. The correct adverb form is 'increasingly'. Hence options (A) and (B) are out.

In options (D) and (E), 'Severely and increasingly numerous critics' can be thought of as a combination of 'Severely numerous critics' and 'increasingly numerous critics'. While the latter description is correct, 'severely' is not a correct way of qualifying the word numerous.

Which leaves us with option (C) as the right answer.

In "C" Severe and increasingly are parallel ( adjective ) and " that" restrictive clasue explain british legal system.

severe : adjective modifes critics

increasingly: adverb , modifes te adjective numerous which modifes the noun critics
