719. The computer software being designed for a project studying Native American access to higher education will not only meet the needs of that study, but also has the versatility and power of facilitating similar research endeavors.
(A) but also has the versatility and power of facilitating
(B) but also have the versatility and power to facilitate
(C) but it also has the versatility and power to facilitate
(D) and also have the versatility and power of facilitating
(E) and it also has such versatility and power that it can facilitate

OA Says B. But I'm noway convinced that B can be the answer. Please comment.

First of all, it is "have", not "has" because of "will".

Will not only meet... but also have

now you are down to B and D.

Then the difference is "of doing" or "to do."

In GMAT, "to do" is usually the right choice.

Idiomatically, you have to follow "not only" with "but also." That eliminates D and E for sure, and we can take C out because the "it" serves no purpose. Between A and B, there are a couple of distinctions; first, "power of" isn't the correct idiom; "power to" is. And second, we need "have" because we have to obey the rules of parallelism. The "will" from "will not only meet" is read to apply to the next item in the list, and you wouldn't say "will has." You would say "will have." Thus, B is the correct choice.

(A) but also has the versatility and power of facilitating - Since the sentence uses meet that is plural we need have and not has for parallelism. Power of is incorrect.
(B) but also have the versatility and power to facilitate - Correct
(C) but it also has the versatility and power to facilitate - Has is incorrect. Wrong idiom.
(D) and also have the versatility and power of facilitating - And also redundant. Power of is incorrect.
(E) and it also has such versatility and power that it can facilitate - it isn't required. Has is incorrect. Wrong idiom. Such that changes the meaning.
