(A) its merits, the proposal to tax
(B) its merits may be, the proposal of taxing
(C) its merits as a proposal, taxing
(D) the proposal's merits, to tax
(E) the proposal's merits are, taxing

I feel the corect answer is E, however the correct answer is given as A
The problem with A is, it confusingly referes to "ITS", not clear whom is it referring to.

Please correct me if I am wrong

"if enacted" can realte only to proposal of taxing. Not taxing alone
CDE out

I am not sure. But I beleieve "Proposal to" is right.

Hence pick A

(A) its merits, the proposal to tax ----its is referring to proposal tax. Moreover we need a subject after the Phrase "According to some analysts"
(B) its merits may be, the proposal of taxing --Gives competition to A but incorrect because "may be" is not required.
(C) its merits as a proposal, taxing ----incorrect . To use a comma + -ing modifier we should have a clause
(D) the proposal’s merits, to tax -----Remove " whatever....merits" and try reading the sentence.You would see it doesn't make sense.
(E) the proposal’s merits are, taxing----incorrect . To use a comma + -ing modifier we should have a clause .
