I marked the answer as E. But OA is D. While solving, I was confused between C, D and E. I thought E was the most clear one.

Could someone tell me why E is wrong?

it is redundant and option D has the right idiomatic approach.

this flashcard may help:
"claims" - the verb claims may be followed by one of two correct constructions -
'claims that' + a subordinate clause OR
'claims' + the infinitive

Here claims + the infinitive is used ex: claims to be able
