i chose E. not sure why the answer is C. it seems like the 2nd sentence is not complete. (it estimates that this year 73 percent will be)

SVA - subject verb agreement
imo - in my opinion
and just fyi, OA=official answer :)

well, to start with, just neglect the part "a nonprofit organization that studies health maintenance organizations (HMO’s), ", so we look out for the part that fits after 'according to interstudy.....' so A and D get eliminated...

in B, they estimate 73 percent would 'they' is incorrect as the organization is singular

now we are left with C and E, again in E, 'they' is used, so its incorrect.

As for your doubt ( it seems like the 2nd sentence is not complete.) we can avoid the use of the word 'profitable' at the end of the sentence,
"only 36 percent of the nation’s 607 HMO’s were profitable last year; it estimates that this year 73 percent will be (profitable)" (because the same word has been used in the clause previous to it....
so the anwer is C
