OA C

I chose B.

My reasoning
- despite "being" unambiguously refers to customers. i.e. B
- I did not find it idiomatic to say that customers(people) are free of claims.

I think (B) changes the meaning of the sentence. It implies that most consumers are free of damage claims and moving violations. This is not correct - the sentence should say that most consumers are paying higher rates, even if those consumers did not crash their car.

The reason B is wrong is that "despite being" has to be interpreted as referring to the cost of auto insurance. In a structure like "X does Y, despite doing Z," the sentence has to be interpreted to mean that X is doing both Y and Z. So there's no way that "being" can be interpreted as referring to the consumers.
