consider should be used idiomatically
this rules out A,B and D

C seems veryx wordy and awkward
E is the only answer that properly gives the contrast and is concise

Choice e seems to be refering to brown rice as a delicacy. In choice C, the intention is clearly brought out.

The correct ans is C.

A, B, D are out because they are idiomatically incorrect.
in E, 'Though virtually unavailable outside Yokohama' seems to be wrongly modifying most Japanese, so E is also oout of consideration.

Please correct me if I am wrong!

Answer 'c' is correct because it used the right idiom ''considered''...considered should not be used with as. and also choice 'c' is clearly defined
