The answer to your question would be 'If both tenses in two different answer choices are correct, choose the one that is more simple'.

Choice (C) is incorrect. It'd be correct if changed to "...does not seem to have bothered" or "did not seem to bother".
I'm really old, but I'll never be too old to become more educated.
