I think because only C uses "as likely as" correct idiomatic expression.
Also D and E can be eliminated becuse they use bad logical construction
IMHO

My comments on why B cannot be the answer:

minority graduates are nearly four times more likely than other graduates who plan on practicing in socioeconomically deprived areas.

I feel that "likely" should be subsequently followed by "to". So IMO, the above sentence is not complete.

OA C resolves this problem

The only thing that stood out for me in favor of C was the proper idiomatic usage of "four times as likely"

Why is A incorrect here ? I read somewhere that "plan on doing" is incorrect, and "plan to do" is correct ?

As you can also find on MGMAT SC book, when you have twice, three times, four times etc the right idiom is: x times as...as
