My take
Because of the enormous research and development expenditures required to survive in the electronics industry
in this sentence, the use of "to survive" might mean that enormous research and development expenditures need to survive...

there is no prior mention about "such firms"...

Hmm quite interesting. Unless you read the entire sentence , your OA would not be correct.

After looking at entire sentence . IMO B
