IMO A

A: correctly places the subject" the technique" close to the modifier as close as possible. It is the technique that can analyze

B: seems to say air pollutants having the ability..
C: seems to say pollutants called proton induced xray emission, what which refers to is not clear as well

D: seems to say air pollutants called proton induced xray emission
E: seems to say substance called proton induced emission

tip: try looking for wrong answers for long questions, its easier than trying to frame the right answer in the mind.

this kind of question have 2 adjectival for 1 noun, place now in between to avoid confusion.
