Judicial rules in many states require that the identities of all prosecution witnesses are made known to defendants so they can attempt to rebut the testimony, but the Constitution explicitly requires only that the defendant have the opportunity to confront an accuser in court.

Also the sentence is in Sunjunctive mood;hence BE is required.Subjunctive mood is used when there is a degree of uncertainty as to whether or not the second person or body will actually do what is asked.Please refer Manhattan Sentence Correction Notes.They are just superb and will surely help you in SC

Don't we have "they" an ambiguous pronoun reference here.

They is referring to prosecution witnesses or defendants.

I think all the choices are incorrect.
Can anyone pls comment.
