singular or plural

"Declining values of farms and land, which farmers use as a collateral....."

Here 'values'is the subject. Can someone please explain whether it is singular or plural ?

Values - Plural

Next to the comma which is reffering to the subject And that is the reason its farmers...Plural

Don't look for the incorrect things that you have done rather look for remedies....

It could only be singular if the sentence had said something like "the decline of values."

Yes i agree with Jim@Grockit the refers to singular........and A refers to plural........

Plural here . As it means values( many of them) are declining.
