why not C is the right answer?

from some other forum


(A) by suggesting reducing software prices to decrease the incentive for pirating, and still others by calling ---->while... by..., and by... ---> there are only subordinate pharses, the main clause is missing
some propose..., others (no verb), and still others (no verb)

(B) by suggesting the reduction of software prices to decrease the incentive for pirating, and still others call other is dagling, its main predicate is missing
some propose..., others (no verb) by suggesting.... for the ... illegally. (the first clause is ok, but after a comma, there is no valuable components.

(C) suggest the reduction of software prices for decreasing the incentive for pirating, and still others call For decreasing ---> to express purpose, use to decrease
some propose.. , others suggest..., and others call --> ok, but
to infinitive is better fit to express purpose.

(D) suggest the reduction of software prices to decrease the incentive for pirating, and still others by calling reducing is better than the reduction --> verbs rules over nouns
some propose...., others suggest...., and still others (no verb) out

(E) suggest reducing software prices to decrease the incentive for pirating, and still others are calling
some propose..., others suggest..., and still others are...
(all verbs are present and three clauses are parallel in terms of format)
