Howdy, I can help!
First off, we need to realize that we are dealing with a comparison. If we are comparing two things we need to use comparison words, such as "than," or "as...as," or "more...than."
With this knowledge we can quickly eliminate any answer choice that is not a comparison word.
Answer choice (D) is not a comparison. "Of what" is not only wordy and awkward, it is not a comparison word and doesn't help facilitate the proper structure of the sentence.

Here, the required construction is as follows:A new hair-growth drug is being sold for three times the price, per milligram, as the drug's maker charges for another product with the same active ingredient.
A.) as
B.) than
C.) that
D.) of what
E.) at which
X is being sold for Y times Z.
In this construction:
X = a new hair-growth drug
Y = three
Z = the price THAT the drug's maker charges for another product
Putting these elements together, we get answer choice C:
A new hair-growth drug is being sold for three times the price THAT the drug's maker charges for another product.
The correct answer is C.
D: three times the price of what the drug's maker charges
Here, what the drug's maker charges = the PRICE.
Thus, D conveys the following meaning:
three times the price of the price
Since the conveyed meaning is redundant, eliminate D.
