While Governor Verdant has been in office, the state's budget has increased by an average of 6 percent each year. While the previous governor was in office, the state's budget increased by an average of 11.5 percent each year. Obviously, the austere budgets during Governor Verdant's term have caused the slowdown in the growth in state spending.

Which of the following, if true, would most seriously weaken the conclusion drawn above?

(A) The rate of inflation in the state averaged 10 percent each year during the previous governor's term in office and 3 percent each year during Verdant's term.
(B) Both federal and state income tax rates have been lowered considerably during Verdant's term in office.
(C) In each year of Verdant's term in office, the state's budget has shown some increase in spending over the previous year.
(D) During Verdant's term in office, the state has either discontinued or begun to charge private citizens for numerous services that the state offered free to citizens during the previous governor's term.
(E) During the previous governor's term in office, the state introduced several so-called "austerity" budgets intended to reduce the growth in state spending.

In making sure of not to misinterpret this statement, a critical analysis has been done;

In Option A - INCORRECT
Here, we can see that a false percentage of accumulated state budget has been presented in this option, in regard to the previous 11.5% increase by the previous government and the 6% decrease by the government in power.

In Option B - CORRECT.
Obviously, the austere budget during Governor Verdant's tenor going by the decrease in percentage of 6%, compared to the increase of percentage by 11.5%each year during the previous government tenor has caused a slow down in the growth in state spending. It is obvious that both federal and state income tax rate generation has been reduced and this has caused a decrease in percentage of the state budget needed to finance the growth of the state. This statement has

In Option C - INCORRECT.
This statement has misrepresented ''increase'' for ''decrease'' in 6% during Governor Verdant's tenor which has caused the slow down the growth in state spending.

In Option D - INCORRECT.
During the previous Government tenor there was an increase in percentage of budgets each year, which this was generated by the taxes collected from citizens but now during Governor Verdant's tenor there is a decrease in the rate at which taxes is collected from the citizens which has now led to the slow growth in the state.

In Option E - INCORRECT.
Here, the state austerity budget was increased during the previous government but the increase in growth of the state was not certain, because it wasn't stated in the question.
