E does exactly the opposite of your argument. only if "Output" u can get rid of "of the opec nations" and you can clearly see C is correct

The answer is neither C or E, IMO. You need the second 'but' to transition the sentence, and "were" is subjunctive mood, which makes sense here. I believe the answer should be "A." What's the OA?
