PT to FT application switch?

No decent school (Chicago, NW, Haas) allows that, they want people who are committed to the PT entirely. Haas allows PT to switch to FT only after 1 year of PT, and then only after you apply to the FT and provide two 1-page essays on how your circumstances have changed such that a FT makes more sense for you.
My research has led me to believe that this is possible, but I'm just curious if anyone has heard of this before.
I have never heard of precedent. I also don't think it is easy to do.
