We can solve this question using equivalent ratios:

Let x = the number of SECONDS to update all 8000 records.

We can write: 20/100 = x/8000
Cross multiply: 100x = (20)(8000)
Simplify: 100x = 160,000
Solve: x = 1600 SECONDS

To convert 1600 seconds to MINUTES, divide 1600 by 60 to get: 1600/60 = 160/6 = 80/3 = a little more then 25 (since 75/3 = 25, I know that 80/3 is a little more than 25)
