Let's take each statement one by one.

1) City X is 3 inches from City Y on the map.

Given that 1/2 inch represents 100 miles, 3 inches would represent (100*3)/(1/2) = 600 miles

Sufficient.

2) Cities X and Y are each 300 miles from City Z.

Case 1: Say XZY are in a straight line in that order. Then XY = 2*300 = 600 miles
Case 2: Say XZY form an isosceles triangle. Then XY would be any number between 0 and 600 miles, exclusive.

Insufficient.

Correct answer: A
