You need "save lives and million of property damage". That leaves
us with A and E.

E is incorrect as it uses "ability for predicting". Purpose here is
best indicated by "to predict".

A seems to be correct. Being is used in its right form here.

When I first read the original sentence I felt it as awkward but comparing it with the choices (...choices are at worst ) Ais better (or less worse)
