B is incorrect because here his doesn't refer to any noun
C is incorrect because it altered the meaning by saying it would have been rated an A. It should be its first year in office would have been rated as A.
D is incorrect because here his refers to President's Administration, which is wrong.

So, E is correct. Also the use of Administration's fixed the pronoun error in E

That's not a gramatically legitimate reason to eliminate A.
'president's' is in the possessive and 'his' is a possessive pronoun referring back to 'president'.
