Had the President's Administration not lost the vote on the budget reduction package, his
first year in office would have been rated an A.

(A) Had the President's Administration not lost the vote on the budget reduction package,
his first year in office would have been rated an A.
(B) If the Administration had not lost the vote on the budget reduction package, his first
year in office would have been rated an A.
(C) Had the President's Administration not lost the vote on the budget reduction package,
it would have been rated an A.
(D) Had the President's Administration not lost the vote on its budget reduction package,
his first year in office would have been rated an A.
(E) If the President had not lost the vote on the budget reduction package, the
Administration's first year in office would have been rated an A.

IMO A

E changes the meaning and also possesive pronouns can be used without antecedants

Thanks max37274 for your great attempt! Here A is incorrect because 'his' appears to refer to the President, but the subject of the subordinate clause is the President's Administration, not the President.

A is incorrect because subject of the subordinate clause is President's Administration, so using of his not possible.
B is incorrect because here his doesn't refer to any noun
C is incorrect because it altered the meaning by saying it would have been rated an A. It should be its first year in office would have been rated as A.
D is incorrect because here his refers to President's Administration, which is wrong.

So, E is correct. Also the use of Administration's fixed the pronoun error in E

That's not a gramatically legitimate reason to eliminate A.
'president's' is in the possessive and 'his' is a possessive pronoun referring back to 'president'.
You might want to examine the several examples in the OG that reinforce this pattern.

In A B C & D Had/If the President's Administration not lost the vote
Who is losing or gaining vote: president and not president's admistration. So A B C D are out. E correctly fixes the ambiguity
