Thanks max37274 for your great attempt! Here A is incorrect because 'his' appears to refer to the President, but the subject of the subordinate clause is the President's Administration, not the President.

A is incorrect because subject of the subordinate clause is President's Administration, so using of his not possible.
B is incorrect because here his doesn't refer to any noun
C is incorrect because it altered the meaning by saying it would have been rated an A. It should be its first year in office would have been rated as A.
D is incorrect because here his refers to President's Administration, which is wrong.
So, E is correct. Also the use of Administration's fixed the pronoun error in E

'president's' is in the possessive and 'his' is a possessive pronoun referring back to 'president'.
You might want to examine the several examples in the OG that reinforce this pattern.
