From the fig
x = y+20
y = x - 20
Is y<70?
it can be rephrased as
Is x-20 < 70?
or
Is x < 90?
Statement 1
says the same thing
Sufficient
Statement 2
Not sufficient

Angles of a triangle add upto 180 degrees = 20 + y + Third angle of the triangle = 180 degrees -(1)
Angles On One Side of A Straight Line add to 180 degrees = x + Third angle of the triangle = 180 degrees -(2)
From (1) and (2)
20 + y + Third angle of the triangle = x + Third angle of the triangle
x = y + 20
The question can be rephrased to
If x =y+20, is y < 70 ?
y < 70 Sufficient!
y > 50
y can be 60(<70) or 90(>70)Hence Insufficient!

Implies y+20<90(1) x<90
y < 70 Sufficient!
Implies y+20>70(1) x>70
