I thought the same, that it should be C but the OA is D, and I still did NOT understand why?

First of all it is not C. This is from gmat-secrets. You can't simply conclude people below the poverty line are beggars.

If the proportion of beggars to the general population is now higher, then they, as a group, grew faster than that of the population... The rate of beggars should have decreased if the above statement were true.

IMO : D

C compares rate of increase in no. of people below poverty line .. ppl below poverty are not necessarily beggers.. C is not correct.

D clearly contradicts the conclusion of the statement.
