A is definitely wrong... "Granting them the status REQUIRES" singular.... There are only two strong contenders here.B & E. The issue is with "legally declare" or "legally declaring". Going by my "GMAT" specific grammar, since both events are happening at the same time, E should win but then concision is a great plus point with B. Pushed, i would choose E, since generally grammar takes precedence over concision.

P.S. Im not sure though.
