It is not only about the IDIOM because other choices too use the correct idiom structure. We have to see the "mood" as well in this sentence. We should explain why 'Pay' is better than 'Pays' here. I hope you get what I mean.

When I know a particular rule that i used, i write about it and most of the time i dont know (for sure). Plus in most scenarios u guys give excellent explanations.
