i would go with C
IMO, there are 2 'that' to look out for..the one that joins the announcement and the other one about the policy makers..
Usually, when we write some said and then we are using passsive voice, in general writing we use 'that' as a connector. hence, my logic says that announcement said THAT blah blah...
the second that is not required cos its a complete sentence and no use of that is required.

this SC is a tricky one..i would love to hear the OA and the OE..

that's exactly the reason y i omitted out A. the use of 2 THAT'S sound unwordy to me. especially when the sentence is in continuation. Can any expert help?

In case of parallelism of clauses, the two parallel clauses should start with the same word...FDA said two things n these 2 things are said in two separate clauses...So, you should use that...

exactly...but if we look at the sentence, the entire thing is a continuation and not two separate sentences. still, do we need the 2nd 'that' ???

Yes, because if we omit the second 'that', the sentence doesn't clearly state that it said IN THE ANNOUNCEMENT that policymakers remain concerned.

this is a strange question. I some how don't agree with the question structure. I agree that the second "that" is absolutely not needed. But do we need the 1st that?
also the question is

the growth had accelerated....and policy makers remain concerned... (isn't a good construction)

consider this sentence.
" it was raining and i was unhappy.... i wont call it a good construction.
i'd rather write.
"it was raining but i was unhappy" or although it was raining, i was unhappy because.....
i want to show some contradiction.

Another point.

consider this sentences.
Fred said that he wanted to eat.
Fred said he wanted to eat.

The second sentence is correct and crisp. why would i use "that" then?

I don't know whether I am correct or not but from my childhood English teachers what I remember was that while teaching tenses they used to say that with said that should always be used but there with told usage of that shouldn't be there
