To be honest, I would consider this an easy/medium passage, both for its length and density. I think you are having a hard time with RC because you aren't taking notes and breaking down the passages as you read. Don't underestimate how much work you need to do with RC! To become good at them, you need to slow way down and really break down each passage and question. Worry about pacing later! Put in the work now, and you'll be better prepared for the longer and harder passages.

Here's how I broke it down:

Topic: data (female employment)
Scope: author's opinions on data
1st Paragraph Function: to advise data be treated skeptically ("ghettoization")
2nd Paragraph Function: to highlight importance of women in other jobs (+)
3rd Paragraph Function: to demand more detail from data
Author's POV: (+) towards idea of data,(-) towards data limits/old interpretations
Overall Purpose: to criticize shortcomings of data & advocate new outlook on issue

19. Rephrase: Where would this passage come from?
Prediction: It's first-person, so something like a newspaper opinion section; somewhere more casual

A, C, and E are too formal. Features are typically devoid of opinion. D matches the casual, first-person tone.

20. Rephrase: Which of the following is NOT in the passage?
Prediction: We can eliminate choices that ARE directly supported.

A - supported by line 9
B - supported by lines 7-8
C - A comparison of female age groups is NEVER mentioned.
D - supported by lines 17-18
E - supported by line 1 ("recently released")

21. Rephrase: What happens when there are MORE women in the profession?
Prediction: "Ghettoization" = the profession is no longer highly-regarded

Our prediction is a perfect match with E.
