Manhattan GMAT question

Hi,

The below question appeared in the problem set of chapter 13 in Manhattan GMAT book.

Brokered by the President of Silonia, the ceasefire agreement mandates Carpathian forces will cease their advance into Zapadnia, but allows them to engage in limited operations in areas already captured.


And the correction suggested is:

Brokered by the President of Silonia, the ceasefire agreement mandates that Carpathian forces cease their advance into Zapadnia, but allows them to engage in limited operations in areas already captured.


According to me X but Y should be parallel apart from correcting what the agreement mandates. My answer is :
Brokered by the President of Silonia, the ceasefire agreement mandates Carpathian forces to cease their advance into Zapadnia, but allows them to engage in limited operations in areas already captured.


Adding "to X but to Y" would be better than adding just "that". I am a little confused. Any body knows why my answer is wrong, if it is wrong?

Hi,
This is subjunctive(command) mood.
It's usage is commanding verb (mandates) + that + subject(Carpathian forces) + bare form of verb.
You can refer MGMAT book for subjunctive mood or you can refer the following article:

Thanks for the response. I read your article and I understood the theory.
However, how do you think one can remember the below table which is in your article?

Hi,
Firstly, that is not my article. It was written by an expert. I don't think we need to memorize all of them. By the usage of the commanding verb in the sentence, we can get an idea of how the rest of the sentence should flow. The syntax of the sentence is something we have to remember. There is no other way.
