Personally I think it's ok with "not only... but" (without "also"). I myself met this type of structure several times.

The OA should be B, because skills in measuring, not "skills to measuring"

Not necessary, you can have 'not only X but Y' or 'not only X but also Y'. Both are correct.

You may note the following:

Not only x... but also y.
&
not only x... but y - both are correct.....

In the following q but also at is not present in the non underlined part... hence you should just concentrate on not only x... but y
